Ok, this issue was the result of user error.
After adding the command line for the missing executable here:
I noticed I was missing the MsBuildGraphBuilder tool. I ran bxl.cmd again but this time I passed -DeployRuntime net472 -Minimal. Otherwise that tools seems to not be produced. This is a detail that escaped me the first time. I know the samples mention this net472 in the path for BUILDXL_BIN but I assumed this was the "cross platform" way of doing it.
After that I needed to install VS2019 and finally run the batch file through the VS2019 developer console.
