I have the same issue with this simple dockerfile

FROM microsoft/aspnet:4.6.2
LABEL com.genexus.maintainer="sgomez"
COPY ["<folder with bins>", "c:/inetpub/wwwroot/"]

build
docker build -t solohomenet .

run
docker run --rm solohomenet

Same error:

ERROR ( message:Cannot find requested collection element. )
