Sure, will create a new project and share if this is reproducible. Do you have an idea if these two libraries are c libraries and if yes do we need to create a module.modulemap as well?

I'm not exactly sure what all is going on here, but ZippyJSON is a fairly "boring" project in terms of its setup. JJLISO8601DateFormatter and ZippyJSONCFamily are indeed C libraries. When I add ZippyJSON as a dependency of SPM-test, the top-level target, things work. It appears that the framework that links ZippyJSON may not be embedded anywhere in the top-level bundle, which may be causing issues. If you still have issues, then this seems like more of a general Swift/SwiftPM question, best for the Swift forums
