Dockerize metagov service about gateway

Realistically I am not going to have time in the next couple of months to do this, so unassigning myself. I have a lot of notes written up about how to make the install process easier and could work with either @shaunagm or @PatelFarhaan to design it once active work begins.

@thelastjosh I can do the docker integration for gateway as well. I will need more details though of it's working and I should be able to do it probably this or next week depending upon the priority of tickets.

I think that creating a separate docker image for "standalone metagov" is fairly low priority. Basically everyone interacting with Gateway right now is doing so through PolicyKit, so the dockerized PolickyKit should cover all current needs.
