Create an initial plugin and provide it to Open VSX registry about sechub-plugin-vscode

Current state of development:

Things still todo:

• icon must be outlined with one check part inside (so looks more native to vscode)
• usability check: (ask some people using vscode/vscodium about the UI changes described in next steps
• refactor report tree:
  • add new nodes at top: "Report UUID", "Traffic light", "Amount/count of findings". Then node "findings" containing all findings.
  • after report the "findings" node shall be automatically opened
  • not clear: remove show action and open instead the call hierarchy tree (without editor show up, this will be done on direct click at call hierarchy tree node only!)
• refactor call hierarchy tree:
  • click on node shall open editor
  • tooltip shall contain finding metat data (line,col, file, + origin report source code!)
• editor shall open file with correct location of finding report
• call hierarchy element shall have "show" action, because a click on the node does toggle collapse state!
