It is already the case, however I agree it is not very clear, as the main selection is actually always the last one, that is if you say 1, you will keep the selection following the main one, which in most case is the first one (in order of appearance in the buffer), as the main selection is often the last one in buffer order.
If you have a suggestion for something more consistent, I'm interested in improving that.

will be intuitive.
