Hello !
Tailwind Styled Component is a tailwind plugin, you will need to install Tailwind in order to use it and to get the css rules.
Please follow this instructions for the installation https://tailwindcss.com/docs/installation

Oddly enough I encountered a similar experience.
Every dependency installed, correct tailwind config file setup , but still css rules were not being generated/converted.
What fixed it for me was adding <script src="https://cdn.tailwindcss.com"></script> to public/index.html
Documenting this for anybody else facing the issue in the future, coming from a Create-React-App setup.
