I suspect this is fixed by #26027, so we can watch this after the release

@petrosagg After #26027 we now advance the source resume uppers to the source's as_of, but shouldn't we advance them to the actual resume_upper of the source? The as_of can be behind the resume_upper, right? In the case of the most recent instance of this error, it was [0].
