Hardware ID activation is permanent and tied to your Microsoft account. Deactivating it would require the same procedure (if one exists) as to deactivate a legitimate license.

HWID activation is registered on Micorosft servers and it activates the systems even without logged in Micorosft account on Windows 10 device.

The only way to remove the activation is to change a significant part of the hardware, such as the motherboard. However, if activation was linked with the Micorosft account then the activation troubleshooter can still recover/shift the activation but the success rate is not 100% in those cases.

To remove the KMS38 activation, run the below commands in the command prompt with admin rights,

net stop ClipSVC
rundll32 clipc.dll,ClipCleanUpState

Reboot the system,
Done.

To remove the Windows KMS activation,
Open command prompt as admin and enter your activation key / generic retail/oem key (non KMS key) with the below command,

slmgr /ipk *****-*****-*****-*****-*****

That's all, normally there is no need to do further cleaning.
