Yes, this could be implemented in the following way (4 things to do).

Note: whle this might not come entirely in the next update, the changes will for sure be implemented gradually.

Just to express what I'm visualizing, I see two different elements in play; the button with an arrow and the sliding animation of the panel if you will.

The arrow I see (quickly) fading from pointing up to pointing down and vice versa, depending on the position of the progressing installs-list of course.

The sliding animation I visualize a lot like animations in iOS where a panel comes up as a result of the user's interaction (e.g. showing additional content that the user was asking for, for example options for something specific); the corresponding panel slides up into view and then down when the user's done with it; "closes" it.

These two elements ideally animate independent from each other - which in itself creates an aesthetic dynamic, e.g. how long the sliding animation takes depends on the amount of progressing installs populating the list, while the arrow's animation is only tied to the user clicking on it, upon which it fades into pointing in the other direction.

4. Add a scrollbar for when the installations pass x amount to don't overload the main window
