You could, although not a handsome solution, do something along the lines of:

...fils: {
  EMEA: 'blue',
  APAC: 'green'
},
data: {
   IRL: {fillKey: 'EMEA'},
   SCT: {fillKey: 'EMEA'},
   /* all other EMEA countries with the same fillKey */
  JPN: {fillKey: 'APAC'},
  AUS: {fillKey: 'APAC'},
  /* all other APAC countries */
}
...

That would technically work but there would be borders between US and Canada.

To get rid of the borders, you'll need to do some GIS work. I've written about custom maps here, but I didn't go into combining territories (I don't know how).
