Move resources loading from index.html about manageiq-ui-service

I think the solution should be to remove the <link> and <script> tags placed between the <!-- build... --> markers from client/index.html so that it's always pristine, and make serve-dev save the injected & wiredepped file to a different place and serve it from there..

@himdel @chriskacerguis Along the lines of what Martin proposed, I see a similar solution wiredep and gulp-inject css and js build into two files independent of index.html, styles.html and javascripts.html, the setup express to include those partials in index.html, but add them both to the gitignore so nobody be 📌 (get it, pushin' as in pushing )
