This is actually an upstream issue. The following commit:
explicitely specifies a group when building dovecot but the group is not created with addgroup in the first place.

Well, the story is still running. My patch for alpine was actually incomplete. Also, a new patch is awaiting review but there is some doubt about the actual fix. I feel like adding dovecot to the mail group is the best solution for now. A new temporary fix was pushed and tested, moving the issue to 1.1.
