The magento composer repository is updated once daily around 4pm GMT IIRC (or was it twice daily @daim2k5 ?)
It also is rebuilt whenever a commit is made to the composer-repository master branch.
And you are correct, satis builds the links pointing to the HEAD of the packages at the time of the rebuild.

I don't think it needs instant rebuilds whenever a package gets a new commit.
Feel free to reopen if you disagree :)
