The paths to the 3rd party packages are read from the build configuration of OCCT, by default the directories are expected to be on the same level as the OCCT directory.
Yes, if you have downloaded the source package from OCCT, the library has to be built first. I recommend you to download the windows installer from OCCT, all 3rd parties and precompiled release dlls are already there.

The installer contains pre-built binaries for release configuration only. Try build release and the build should be successful. You have to build the debug version of OCCT yourself.
