Copy files with history about lxc-templates

I think if we followed this then we could preserve the github repo while modifying to preserve history.

Well, we could have done things differently at the time this got split up from LXC but then that would have also carried over a decade of unrelated git refs which isn't exactly ideal. The LXC repo still exists so should someone need to go look up the history, it's quite easy to do.
