snap package (with WIP package done) about localsend

As it turns out, the current work may already be good for upstreaming.

My main concern was that the network-manager permission would be necessary, but after some more testing I was able to send and receive files without it, despite the AppArmor denials in the log. Though I will keep the permission in the snapcraft.yaml for troubleshooting purposes.

I also did some testing on other distros. It works out of the box on Fedora 40, Debian 12, and Pop!_OS 22.04 (although it uses the wrong cursor, but that's not specific to this snap). It works on OpenSUSE Leap 15.5, but it requires manually opening a port (again, not specific to this snap).

Still need testing done on arm64 hardware.

As for maintaining, I would be happy to do so. I would prefer to do so out-of-tree (in https://github.com/thatLeaflet/localsend-snap), though doing so would have security implications. It also appears that you're able to invite collaborators in the settings page of a snap.
