Simple matmul function cannot be raised to affine about polygeist

It definitely should be able to be raised (and I'm glad that at least the scf.for loops got created). We should make this into a test case now that we have time to clean up.

@kumasento you need to use --raise-scf-to-affine. I will close this issue and add a test case to demonstrate this flow.
