noSystem() controls whether the ${} syntax looks at system environment variables. That is, it changes whether something like ${HOME} would be replaced with the HOME environment variable. ConfigResolveOptions relates to resolving the ${} substitutions.
To control whether to load system properties you just need to use different methods on ConfigFactory. For example instead of ConfigFactory.load() you could use ConfigFactory.parseResourcesAnySyntax("cmds").withFallback(ConfigFactory.parseResourcesAnySyntax("reference")) or something like that.
This is like ConfigFactory.load() but without including the defaultOverrides() and defaultReference() since those have system properties in them.
If you just want to remove extra config settings, you could also do ConfigFactory.load().withOnlyKey("myapp") to keep only your own namespace (but system props in your namespace would still be used).
