I may not understand exactly what you're trying to do and what isn't working, but taking a stab:

6490226 appears to have some working tests for url() file() and classpath() syntax. The code you quoted is just testing syntax; the actual implementation is lower in the patch.

In Play 2.0, note that the url/file/classpath syntax just isn't supported because it isn't in the version of the config lib that's embedded in Akka. See https://github.com/typesafehub/config/blob/master/NEWS.md

Also, manually adding a dependency on a newer config lib just won't work if you also use Akka (including via Play) because of the embedded copy in Akka. You'd have to rebuild akka from source, or unpack the akka jar and blow away the com.typesafe.config classes.

My bad, sorry that code looked to be the problem when I was debugging the include failure using the curent typesafe stack release. If its just a version issue, am happy to wait till a newer version of Play/Akka is released. for now I have a work around using some bash scripting. Thanks for the quick response.
