Looks like you've got the wrong port. Also, if there's a problem reaching the community servers for any reason, try connecting to a local server (where available) or the testnet instances, etc. A list of endpoints is here: https://github.com/libbitcoin/libbitcoin-server/wiki/Community-Servers

Usually mainnet1/mainnet2 and testnet1/testnet2 are available. Sometimes they aren't. Ping me if not.
