How to schedule pipeline even if some jobs are running? about jenkinsflow

Hi Aleksey,

There is an option 'require_idle' default True, just set it to False.
We are not using it here any more, so it has not received the same level of
real life testing as the rest of the package.
There could be some issues with the console URL printing.

The console URL issues should be resolved on branch 'invocation_tracking' (soon to be merged)
