There's no event to replace the entire page. If you want a completely custom page you could just implement your own error screen.

class MyErrorScreen implements ErrorScreenInterface
{
    function render(\Throwable $exception, bool $debug, ?string $outputBuffer = null): void
    {
        echo "<h1>Example</h1>";
    }
}

Then use it when creating the error handler (in production):

$debug = true;
$errorHandler = new ErrorHandler(
    $debug
        ? null // use default error screen in debug
        : new MyErrorScreen() // use custom screen in production
);
$errorHandler->setDebug($debug);
