FAP and FIR not landing in filter_list under Experiment() after cast from xml about mt_metadata

@kkappler Try using branch fix_issues I updated experiment to take in FAP and FIR filters.

@kkappler Can you add example stationxml's that have FAP and FIR filters to the data to the fix_issues branch?

I can then add tests to make sure everything works?

@kujaku11 I added two files, one from parkfield with FIR and another one that Tim used to test the ability to embed a FAP.

FIR is making it into the experiment.surveys[0].filter_list

But not into the channel level e.g.
hx = run.get_channel('hx')
len(hx.channel_response_filter.filters_list)
2

hx.metadata.filter.name
Out[3]: ['bf1_0', 'bf1_1', 'fir_ad32m', 'fir_fs2d5', 'fir_f96c']

Would be good to add to a filters testing code the following statement:
assertTrue(len(hx.channel_response_filter.filters_list)==len(hx.metadata.filter.name))
