Add wait loop to verify the disk creation about ibm-powervs-block-csi-driver

The create volume operation is considered to be successful only when the state value of the volumeDetails is available. The state represents the attachment state of the volume. The state in-use represents that the volume is already attached.

We don't need to add a new method to wait for the volume to be available. We can use the existing method WaitForAttachmentState in here: WaitForAttachmentState.

nice, I almost forgot about this function, lets reuse whatever we have.

Couple of comments:

• WaitForAttachmentState name doesn't make sense to me, we can make it more generic like WaitForVolumeState to wait for any state
• There is dump statement in the WaitForAttachmentState, need to be removed.
