It was compiled with vc9 and ZTS is a requirement.
Which file have you downloaded, and did you copy both libraries from the archive to the PHP installation directory ?
Are there any errors reported or logged ??

It might be worth mentioning, the pthreadVC2.dll needs to go in the PHP root folder

Suggestion => include version of the compiler and mention this "detail" ;)
