Gah, this commit is so obviously wrong it's painful. Back to the drawing board, sorry.

Turns out I had typoed a "return" at the beginning of this function. Which of course fixed the issue at hand, but also broke all migration exports.

Ok, this should be fixed for real at head this time. Sorry about the false start. Would you mind testing this from HEAD again? Note that there's a requirements.txt change in there so you'll need to upgrade prometheus_client to 0.0.13 (it's not directly related to your issue, but it was necessary for me to unit test other problems that appeared down the rabbit hole).
