It would be convenient in the dashboard to zoom in on a certain zone of the network map and move it away

Not sure if this is what you mean, but you can zoom on the map (outside of edit mode) already? Holding Shift + scrolling or dragging will let you zoom and move around (even as a read-only user).

Or do you mean to be able to select an entire portion of the map to move at once? That would make more sense. Like so: (?)
