CMake error when just enabling C-bindings and python about kwiver

Try changing sprokit_create_python_init to kwiver_create_python_init. I'm pretty sure some of the macros were reorganized a while back, and they must've missed that one.

If that's all you enabled then sprokit should not even be on. That is the bug and it looks like it's always been there. Can you confirm that if you enable sprokit the error goes away?
