I'm wondering if the
transpileOnly: true,
options that are required in their config are the culprit? I believe this is to allow babel to be configured separately.

In fact, that was the problem. transpileOnly , when set to false, resolves my issue :) So my issue regarding this package is totally resolved. I am still wondering what the impact of that change is .. I fear I could be breaking things in some unusual way .. I will follow up with vue and with typescript and ts-loader devs.

transpileOnly: true is used to skip type checking so as to speed up the compilation by ts-loader.
As ts-transformer-keys depends on TypeChecker, it does not work when the transpileOnly flag is set to true.
I think using transpileOnly: false would not break anything but it is possible that it significantly slows your build.
