I've run into similar needs for exponents 1-3, but I've found that the different difficulties (at least for exponents) require fundamentally different hints, which require fundamentally different variables (not just different values of variables, but different sets of them). So at that point the different difficulty levels have had basically more differences than similarities. So I'm not sure this would really be useful to bridge the gap between different exercise (but maybe there are a lot of exercises that I'm not aware of that share the same kind of logic).
However, I think this could be REALLY cool if a difficulty level was built in to every/most problem sets. So you wouldn't just be completing arithmetic 1 or exponents 1, you'd be completing them at a certain difficulty level. Then maybe you'd get more points / get badges easier / get different badges / build streaks faster if you keep the difficulty level up. I don't think it would easily generalize to every exercise, but I think it'd be awesome to integrate into the ones that could use it.

If individuals are to learn at their own pace, then PACE is a variable that could be used to set difficulty level. A review Pace would be kept from the last exercise. It could be reset by the coach/student.
