Good news, managed to reproduce it :) Bad news, not sure why yet. Will investigate but it seems like GitHub itself is reporting ok when I check the APIs.

So the scaled job is able to detect the workflow queued in GitHub, but not able to pick it up and trigger an execution?

Should be fixed now for the next release, it was only detecting on queued and ignoring in_progress jobs

@Eldarrin thank you for looking into this and fixing it. Is there an ETA for the release which would have this fix and if there is workaround till then so that the queued workflows get picked up.
