Hi, in requirements is need "build-essential packages" for automatic subtitles, I don't know if windows have this. nodejs-whipser package is used to make subtitles, in this issue in package repository the owner quote "and if you are windows user then you also need to download make tool"

Yes, you can. However, youtube don't consider video more than 60 seconds as short video
