General env var question about portus

@cpoole I will stick to sed over envsubst. I think it also aligns better with the issue reported by @matthewhartstonge which I think might be addressed by 2ee0584. Let me know if you test it.

Maybe just check if not null? The newer versions of Portus explicitly checks for and uses the ENVVARs you use as highest precedence.
I just ran into an issue where I'm deploying a config-local.yml file but due to the init script setting the ENVVARs if null, the ENVVARs take precedence over my config-local.yml file.

@h0tbird agreed, in the past 5 months docker has really switched to adopt the secrets file, making this a moot point
