Can the dependency on Colors be dropped? about imagefiltering.jl

The plan is to move most of the package to JuliaArrays and call it something else. Keep any colors-specific code here under ImageFiltering. I suspect this package will become laughably small, but folks seem to want that.

But this is very much not a priority for me right now with 1.0 freeze underway.

Also, given the availability of package extensions, the color dependencies could come as optional dependencies whenever someone loads the Colors.jl package explicitly in a session.

I think renaming the package to something more "array-ish" in general and placing it in JuliaArrays is a good plan. The colors could live in a separate package in the Images.jl stack. 👍

In the meantime Stencils.jl may offer some things missing from this package, but we'll be looking into finally making these changes in the next half-year or so...
