There is a options in the newer version of android which has the ability to connect to VPN always meaning it will not send data through normal isp when VPN is switching between WiFi and data.

I suggest until this feature is sorted out, you can just use shadowsocks. The ss:// link used by outline is the same as that of shadowsocks and can be directly imported into the shadowsocks app.
