Changing the license is difficult because we never set up a legal entity for JGraphT with CLA's, so the existing LGPL authorship is distributed over a large number of authors (just like Linux).
It is theoretically possible to attempt the change via a best-effort campaign to contact all of them and seek their permission, with silence implying consent (similar to what was done with Mozilla long ago). There's a non-trivial
chance someone could object for legitimate reasons, bringing it to a halt.
I have no plans to spend time on this, but if someone else wants to own that effort, I'm happy to endorse
it and provide any support necessary.
(By the way, LGPL is not incompatible with the Apache license--you can combine the two in your own projects without a problem. What is prohibited is using an LGPL library as a non-optional dependency in a project of the Apache Software Foundation. This is an important distinction.)
