I boiled it down to a broken artifact downloaded by Gradle. The resources library was downloaded through an internal Maven proxy. When I switched to maven central, then the build worked. I tested with --refresh-dependencies and --rerun-tasks, but something was still cached somewhere. In the end clearing my Gradle cache resolved the issue even with the internal Maven proxy.
