I have somehow managed to bypass this error and now reliably get the following Vault issue. The first "phase" of deploying on eks works reliably well now:

WARNING: Vault.AutoCreate is false but required property secretAccessKey is missing
Some of the required provided values are empty - We will create all resources
Creating vault resources with following values, us-east-1, jenkins-x-vault, vault-data, vault-unseal-tf-jx-singular-hermit-20200522051108010800000008
Vault CloudFormation stack created

I have verified I am using the correct vault key in the env. Trying manual runs of the command I don't expect to work but give a different and perhaps more useful error:

jx step boot vault --provider-values-dir ../../kubeProviders
Installing vault-operator operator with helm values: [image.repository=banzaicloud/vault-operator image.tag=0.5.3]
error: unable to install Vault operator: unable to install vault operator: failed to run 'helm upgrade --namespace jx --install --force --timeout 6000 --version 0.3.2 --set image.repository=banzaicloud/vault-operator --set image.tag=0.5.3 vault-operator jenkins-x/vault-operator' command in directory '', output: 'Error: could not find tiller'

Lacking any better ideas I'm going to try running this from a Linux machine instead of a mac.
