Possibly related to laravel/homestead#1009 but I do not get the prompt that is referenced.
Adding the key from https://blackfire.io/docs/up-and-running/installation manually allowed sudo apt update to run.

So this one might not be so easy to fix.
ubuntu 14 is no longer a supported version. standard support expired in April 2019.
This means ppa:ondj/php no longer provides packages for ubuntu 14.

changing the php version in bootstrap.sh to 5 will at least allow php to be installed and serve the site. But may brake other things.
