Experiment with getting rid of bower before polymer 3 about webdash

It could be useful to build/package the plugins before they're exported to npm, which would get rid of the bower dependency for end users but not for plugin maintainers

Referencing bower_components as node_modules/webdash/bower_components seems promising

This will most likely also be required for every plugin installed (dynamically in serve.js)

• test webdash (prerelase)
• test with webdash-package-json (prerelease)
• update all packages & create package.json
• webdash-performance-budget
• webdash-npm-scripts
• webdash-pwa-manifest
• publish new releases for webdash & plugins
• Update webdash's delete plugin command from bower to npm
• send new simplified testing instructions for beta testers
• update related issues
