Support scanning time type into string about pgx

You can also scan into a pgtype.Time.

I've added support to scan a binary time without time zone into a string in 48cdd7b. This logic is already in place for types like integer. It's not ideal as it requires parsing the binary and then encoding it into text, but I suppose it is more convenient. However, this may not give you exactly the same representation as directly selecting the value in the text format. That is, you may get 08:00:00.000000 instead of 08:00:00.

Thanks so much for this fix! This saved so much time in the upgrade from v3 to v5. I confirmed that time as strings come back with .000000. I can format this on my end.

If you also have a chance to bump the minor, I'd really appreciate it. Currently pulling this from master.
