I've tested compilation of polib-1.0.3 with Python2 and Python3 in all the openSUSE distributions. Everything works fine.

yeah, the fix was wrong (see: https://bitbucket.org/izi/polib/commits/017e093add140640125985da54575400df530a75), please test with the fresh 1.0.3 and tell me if it works now, thanks.

Didn't test yet, but maybe:
#!python
import codecs
codecs.open('README.rst', 'r', 'utf-8')
should do the trick for both python 2 and 3.

encoding='utf-8'
does the trick for Python 3.X, but it breaks Python 2.X suport:
TypeError: 'encoding' is an invalid keyword argument for this function
