Hi,

I was also bitten by this bug, so thanks a lot for fixing it!

I believe this is a critical issue, since it renders polib unusable for a large number of PO files (having an empty '#.' line is quite common). Would it be possible to make a point release of polib including this patch, so that distributions can catch up and ship a working polib through their stable release update workflows?

The error seems to stem from an unknown transition. The exception I get is a KeyError, in line 1309, with key ('??', 'GC').
