Sorry, but I will not support that feature because you can do in your .vimrc.

But creating a colorscheme for 8 color terminal is some idea.

It's not a big deal. Is there already a way to change the colorscheme and/or turn of light line based on the terminal type? (in .vimrc)

Which plugin manager do you use? Vundle?
If you meant "turn off", see the following.
Firstly, execute :echo $TERM in your 8 color terminal. Let us assume the result is XXX.
Second, add the following setting to your .vimrc.

if $TERM !=? "XXX"
  " Some installing command. The following command is for Vundle.
  Bundle 'itchyny/lightline.vim'
endif

The one colorscheme works well (=looks good) in Arch Linux's Linux Console (TTY) out-of-the-box (unlike the default powerline theme):
