Admin API improvements about ztunnel

This doesn't strictly depend on it, but its easier to implement once we split the admin tasks to run on their own thread.

I think ideally we have 3 ports:

• Readiness: on main thread pool, exposed externally
• Metrics: on admin thread pool, exposed externally
• Everything else: on admin thread pool, NOT exposed

Istio agent is similar, but "NOT exposed" is a check on RemoteAddr instead of binding to localhost; that feels hacky and worth an extra port to avoid.
