Prow fails to deploy on kubernetes v1.22 about test-infra

Websearching suggests that a drift in kubectl version might cause a "error retrieving RESTMappings to prune" issue. The cluster is using 1.20.10-gke.1600; not sure what version the Prow Job (gcr.io/istio-testing/build-tools:master-2021-12-21T23-55-44) is using.

The cluster version has been updated to v1.22, but that hasn't changed the api-resources version of CronJob being used.
