@jasonappah, that's alright. If you have any alternate ideas on how to achieve something similar to this, that'll be even better. Also, adding labels seems optional so if a solution only works for commenting on merged prs, that'll work too.

1. pull_request_target

2. Webhooks+relay server+ repository_dispatch

3. External CI/Pipeline
