E_INVALIDARG (0x80070057) when i load this virtual machine in Virtual box gives this error

which virtualbox you are using,, looks it is size issue ,, resize the vm again it will help to clear this error

I was trying it on Virtual box 6.1.14 (i tried it in two machines same error) space i have approximately 60 gb free My machine have RAM of 16gb one question can i use it in VMware ???

yes you can load in the vmware

Open VMware Workstation Player.
Select Open a Virtual Machine.
Select the Okta-Access Gateway OVA file, and click Open.
Enter a name for the virtual machine, and click Import.
VMware starts importing the OVA file.
After the VM has imported, click Play virtual machine to start the VM and open a terminal.
