template changes are not live after deploy and restart about openlibrary

For the particular case of adding a site alert to www in the case of emergency -- this morning we discovered the search engine has crapped out for no particular reason, and the site's really broken -- it would be nice to be able to slide a deploy of a new site alert out very smoothly. As it is, we couldn't figure out how to do it, even following the steps above, from Raj.

It turns that fab restart:openlibrary didn't actually restart the web servers? The output pasted above shows a process number on ol-web2 (11593 ) that was the gunicorn process, but after i did a olctl restart, the change took effect.

sudo /olsystem/bin/olctl restart 7071-ol-gunicorn

Any ideas what is going on with fab restart:openlibrary?

Anand has this commit which should fix it. The SIGHUP thing was not working reliably and now it's an olctl restart command.
